Cigarettes are packed much less tightly than cigars, and are much skinnier, therefore they contain much less tobacco than a cigar does and more of the tobacco is exposed to the air at any given time. Also, cigarette smokers inhale, whereas most cigar smokers do not. By inhaling, a person exposes even more of the tobacco to the air because the person is bringing more air across the surface of the tobacco as he inhales. And remember, it is the oxygen in air that allows something to burn, so it all just boils down to the increased rate of exposure of tobacco in a cigarette to oxygen.
