this is known as sensory overload. The male orgasm is the end of a continual cycle resulting in an explosion. The penis goes flacid after this for several reasons. One so that blood flow is able to continue inside the organ, and evolutionarily(if you believe in such things) so that the male is ready to run, fight, etc in an emergency.
basically what happens during the sensory overload is that the sensory organs in the penis are receiving fresh blood (similar to when your arm falls alseep) and the tingling is a result of activation in a previously "numb" area
