You could ask the pharmacist for any OTC nasal decongestant... they contain substances like phenylephrine or ephedrine (phenylpropanolamine too, but it has serious side effects including stroke) that constrict the blood vessels in your nasal mucosa decreasing the mucus production. They are available as nasal drops or pills. The nasal drops will have less systemic side effects.
In case of runny nose due to allergies, any antihistamine will do... those like avil(diphenhydramine) cause more drowsiness, while newer ones like cetirizine cause less of it.
As for how much mucus stuff is up there... endless actually... so long as there is sufficient fluid in your body, the virus continues to cause mucus production. In case of allergies too, the mast cells release certain chemical mediators including histamine that increase mucus production by causing vasodilation and certain other mechanisms. Hence anti-histamines or vasoconstrictors (decongestants) prove to be helpful.
